Hubo un debate entre interpelantes y la defensa sobre la contrataci\u00f3n y responsabilidad en el caso ATM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Espinoza detall\u00f3 su investigaci\u00f3n: desde la emergencia el\u00e9ctrica, las fases precontractual y contractual, hasta los pagos de CELEC que habr\u00edan perjudicado al Estado. Rafael Oyarte, su abogado, pidi\u00f3 desestimar su declaraci\u00f3n por no ser un testigo id\u00f3neo en contrataci\u00f3n p\u00fablica. La comisi\u00f3n se reinstalar\u00e1 el martes 21, tras la sesi\u00f3n 109 del Pleno.
