Existen dos filosof\u00edas de dise\u00f1o, explica De La Llera. En la convencional, durante un sismo severo \u201cla estructura puede sufrir da\u00f1o, pero no puede colapsar\u201d. La filosof\u00eda moderna, en cambio, incorpora aisladores s\u00edsmicos y disipadores de energ\u00eda que reducen el movimiento entre 8 y 10 veces, permitiendo que \u201cel edificio no sufra da\u00f1o y quede operativo\u201d. De La Llera observ\u00f3 \u201cfalencias estructurales grandes: falta enfierradura, elementos que confinen el hormig\u00f3n\u201d. Kausel coincide: \u201cHab\u00eda escombros sin enfierradura y acero como espagueti, sin concreto adherido\u201d. Esto indica que no hab\u00eda adhesi\u00f3n entre el fierro y el hormig\u00f3n, quiz\u00e1s por falta de estr\u00edas en las barras o un concreto d\u00e9bil con exceso de agua o arena. \u201cSi no hay adhesi\u00f3n, el fierro no ayuda a resistir\u201d, sentencia Kausel. Tambi\u00e9n fue fatal el suelo de rellenos aluviales, que amplifica el movimiento como una gelatina. La tecnolog\u00eda de aislaci\u00f3n, aplicable incluso en viviendas sociales, marca una diferencia sustantiva. \u201cEs como tener una vacuna\u201d, dice De La Llera.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"790\" height=\"527\" src=\"https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/07\/image-320.png\" alt=\"\" class=\"wp-image-69333\" srcset=\"https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/07\/image-320.png 790w, https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/07\/image-320-300x200.png 300w, https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/07\/image-320-768x512.png 768w\" sizes=\"(max-width: 790px) 100vw, 790px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Sin embargo, de nada sirven las normas si no se ejecutan con rigor. Kausel concluye: \u201cNo se saca nada con tener en papel normas muy resistentes si no se aplican y la calidad de la construcci\u00f3n no es buena.
