Luque explic\u00f3 que el Ministerio de Educaci\u00f3n encarg\u00f3 a la Empresa P\u00fablica de Vivienda y Desarrollo Urbano un anteproyecto arquitect\u00f3nico funcional, la cual subcontrat\u00f3 al Colegio de Arquitectos de Pichincha. \u201cHay cl\u00e1usulas que necesariamente no se cumplieron, y en funci\u00f3n de eso estamos actuando\u201d, se\u00f1al\u00f3. El objetivo, dijo, es que la ciudadan\u00eda participe directamente en la decisi\u00f3n.
