Cientos de jurisdicciones en alerta amarilla a\u00fan no han presentado las medidas requeridas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seg\u00fan Lozano, 17 provincias, 143 cantones y 491 parroquias vulnerables no han entregado sus planes a la Secretar\u00eda de Gesti\u00f3n de Riesgos. Estos documentos son fundamentales para identificar zonas expuestas, poblaci\u00f3n vulnerable, protocolos, presupuestos y mecanismos de respuesta. La presidenta de la comisi\u00f3n legislativa, In\u00e9s Alarc\u00f3n, mostr\u00f3 su preocupaci\u00f3n por el incumplimiento.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los gobiernos aut\u00f3nomos ten\u00edan un plazo de 30 d\u00edas (que vence el 23 de junio) para presentar los planes, seg\u00fan resoluci\u00f3n del 23 de mayo. La falta de estos instrumentos limita la reacci\u00f3n ante emergencias. Como parte de su informe semestral, Lozano present\u00f3 cifras de 2025: en el segundo semestre hubo 3.984 emergencias, con m\u00e1s de 58.000 afectados.
