Su representante, Jos\u00e9 Stalin Moreno, no consigui\u00f3 las p\u00f3lizas exigidas. Al buscar intermediarios, top\u00f3 con una presunta red il\u00edcita desde Celec. Seg\u00fan chats y correos, el 4 de diciembre, Jack Andr\u00e9 Burneo \u2014asesor de la Gerencia de Celec\u2014 le exigi\u00f3 el 70% del contrato. Moreno se neg\u00f3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Al d\u00eda siguiente, una mujer no identificada le advirti\u00f3: \u201cSi no dan el 90%, se declara terminado\u201d. Luego, Omar Leal pidi\u00f3 el 100% del negocio, jact\u00e1ndose de contactos en el Ministerio de Energ\u00eda. Para enero de 2025, un funcionario alert\u00f3 a Moreno que ya redactaban la rescisi\u00f3n del contrato por orden de Andr\u00e9. La salida: cederlo a los colombianos. La entonces directora jur\u00eddica de Celec, Gabriela Rodr\u00edguez, habr\u00eda filtrado la resoluci\u00f3n de terminaci\u00f3n unilateral antes de la notificaci\u00f3n oficial. Registros de ingreso muestran a los implicados reuni\u00e9ndose con ella.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>PERFILES CLAVE<\/strong><br>Diana Urgil\u00e9s: contrat\u00f3 p\u00f3lizas para ATM; vinculada a Sipetrol y Bluay Fondos. Gabriela Rodr\u00edguez: exdirectora jur\u00eddica de Celec (2024- 2025). Jack Andr\u00e9: asesor de Celec; exigi\u00f3 $600.000 en efectivo. Bayardo Poveda: abogado de Ecija GPA, niega reuni\u00f3n con Rodr\u00edguez.
