Estos ciudadanos no han votado en las \u00faltimas cuatro elecciones ni han realizado tr\u00e1mites electorales. Los ecuatorianos en el exterior que deseen sufragar deben inscribirse voluntariamente en consulados para integrar juntas receptoras del voto.
