El tiempo se acaba. Convocamos al di\u00e1logo\u201d, dijo Paz en La Paz. El martes, el Congreso elimin\u00f3 l\u00edmites para decretar estados de excepci\u00f3n, permiti\u00e9ndole usar militares y restringir libertades de reuni\u00f3n y movimiento.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La Paz y El Alto son el epicentro de los bloqueos, que causan escasez de alimentos, medicinas y combustible. Las p\u00e9rdidas suman 600 millones de d\u00f3lares.
