La Empresa Municipal Movilidad de Manta-EP anunci\u00f3 el cobro, rechazado por la Asociaci\u00f3n de Empresas Automotrices del Ecuador (Aeade). El gremio critica la exigencia de un salvoconducto obligatorio para movilizar veh\u00edculos nuevos desde el puerto a las concesionarias, lo que genera incertidumbre y eleva costos.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/05\/image-168-1024x576.png\" alt=\"\" class=\"wp-image-65565\" srcset=\"https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/05\/image-168-1024x576.png 1024w, https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/05\/image-168-300x169.png 300w, https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/05\/image-168-768x432.png 768w, https:\/\/elmercuriomanta.ec\/wp-content\/uploads\/2026\/05\/image-168.png 1191w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>La municipalidad defiende la tasa con la resoluci\u00f3n 003-2024 (abril 2024), que fij\u00f3 5 m\u00e1s IVA , aunque no se hab\u00eda aplicado. El puerto de Manta moviliza entre 65.000 y90.000 veh\u00edculos al a\u00f1o, lo que recaudar\u00eda de 325.000 a $450.000 anuales. Aeade alega ilegalidad: la medida contradice una resoluci\u00f3n de la Agencia Nacional de Tr\u00e1nsito de julio 2022, que permite circular con gu\u00eda de remisi\u00f3n sin permisos adicionales. Adem\u00e1s, el cobro por d\u00eda podr\u00eda aplicarse varias veces al mismo veh\u00edculo.<\/p>\n\n\n\n<p>El presidente del Terminal Portuario de Manta (TPM), Roberto Salazar, advierte que no hubo socializaci\u00f3n y que la tasa afecta la competitividad del puerto, por donde ingresa el 95% de los veh\u00edculos al pa\u00eds. Si operar en Manta resulta m\u00e1s caro, la carga podr\u00eda desviarse. TPM aporta regal\u00edas del 7,5% (m\u00e1s de $2 millones en 2025) y un menor tr\u00e1fico las reducir\u00eda. Salazar se\u00f1ala que el costo terminar\u00e1 traslad\u00e1ndose al consumidor final. Hasta ahora, Aeade y TPM no han recibido respuesta municipal.
