Mu\u00f1oz sostiene: \u201cHay una partida limitada y una penalizaci\u00f3n al gasto corriente; un sector juega a la politiquer\u00eda\u201d. Su bancada, la Revoluci\u00f3n Ciudadana, respalda la explicaci\u00f3n. El oficialismo (ADN) la rechaza. El asamble\u00edsta Andr\u00e9s Castillo recuerda que el Gobierno nacional advirti\u00f3 con ocho meses de anticipaci\u00f3n: \u201cCada municipio deb\u00eda tomar medidas para evitar crisis; solo Quito tiene problemas\u201d.
