Otro mecanismo: mediante reclamos administrativos, deudas que en primera instancia se negaban terminaban siendo eliminadas por<br>completo. Al menos 46 funcionarios \u2014entre directivos, t\u00e9cnicos y personal operativo\u2014 estar\u00edan implicados. <\/p>\n\n\n\n<p>M\u00e1s de 400.000 usuarios habr\u00edan sido favorecidos. Solo en 2025 se refacturaron unos USD 48 millones, de los cuales casi el 60% carece de justificaci\u00f3n. En lo que va de 2026, ya suman USD 2 millones adicionales sin respaldo.
