La propuesta, impulsada por organizaciones sociales, ingres\u00f3 a la Asamblea el 21 de agosto de 2025. Plantea: regular uso medicinal y adulto, autocultivo de hasta 30 plantas por persona, crear un ente regulador, autorizar clubes y dispensarios, y excluir la planta de la lista de sustancias fiscalizadas.<\/p>\n\n\n\n<p>En abril de 2026, el CNE valid\u00f3 las firmas y detect\u00f3 el d\u00e9ficit, deteniendo el tr\u00e1mite.
