El acceso se reactivar\u00e1 escalonadamente entre el 13 y el 23 de abril en localidades de Guayas, Manab\u00ed, Los R\u00edos, Pichincha, Cotopaxi, Azuay, Esmeraldas, Bol\u00edvar, El Oro, Morona Santiago, Loja y Napo. Entre los cantones: Naranjito, Marcelino Maridue\u00f1a, Pedernales, Puebloviejo, Puerto Quito, Tosagua, Rumi\u00f1ahui, Cayambe, entre otros. La ANT se\u00f1al\u00f3 que la mayor\u00eda opera con normalidad; los rezagos se deben a retrasos en la entrega de informaci\u00f3n. Pidi\u00f3 comprensi\u00f3n. Reconoci\u00f3 que las medidas no solucionan la obsolescencia tecnol\u00f3gica, por lo que avanzan en un nuevo sistema moderno y eficiente.
