La norma modifica los procedimientos especiales del Banco Central del Ecuador (BCE), incluyendo auditor\u00eda externa, custodia y transporte blindado de valores, acu\u00f1aci\u00f3n de moneda, infraestructura para el sistema monetario y prevenci\u00f3n de lavado de activos. El m\u00e1ximo \u00f3rgano del BCE podr\u00e1 declarar reserva y confidencialidad en ciertos procesos, sin publicarlos en el portal oficial. En supervisi\u00f3n, se eliminan referencias a p\u00e9rdida de competencia por tiempo y se permiten acciones disciplinarias por negligencia. Se crea una gradaci\u00f3n de sanciones a proveedores (leves, graves, muy graves) seg\u00fan el monto y tipo de proceso. En subasta inversa, suspensi\u00f3n de 60 a 180 d\u00edas; reincidencia agrava penas.
