El abogado David L\u00f3pez Banegas solicit\u00f3 al concejo cantonal activar la remoci\u00f3n del alcalde por su prolongada ausencia. Alvarez est\u00e1 impedido de ejercer sus funciones desde febrero, cuando fue enviado a prisi\u00f3n preventiva en el caso Goleada (presunta delincuencia organizada, lavado de activos). Pidi\u00f3 licencia y fue subrogado por Tatiana Coronel. Seg\u00fan la solicitud, al 2 de abril acumulaba cinco d\u00edas de ausencia injustificada, sin que el Concejo resolviera su situaci\u00f3n. Aunque un tribunal revoc\u00f3 la prisi\u00f3n preventiva en el caso Goleada, Alvarez sigue preso por los casos Triple A y manipulaci\u00f3n de grillete electr\u00f3nico. La solicitud invoca el art\u00edculo 333 del COOTAD, que permite remover a una autoridad por ausentarse m\u00e1s de tres d\u00edas h\u00e1biles sin justificaci\u00f3n ni encargo legal. La concejal socialcristiana Ana Ch\u00f3ez anunci\u00f3 que apoyar\u00e1 la remoci\u00f3n, criticando que Alvarez se aferre al cargo sin poder ejercerlo.
