La visita se enmarca en la iniciativa Escudo de las Am\u00e9ricas y tiene como objetivo suscribir acuerdos de seguridad con el Gobierno Nacional. Hasta el momento, las autoridades ecuatorianas no han confirmado oficialmente el encuentro. Noem ya hab\u00eda visitado el pa\u00eds en noviembre de 2025, cuando arrib\u00f3 a Salinas y fue vista cabalgando junto al presidente Daniel Noboa, su esposa Lavinia Valbonesi y otros funcionarios. El 6 de noviembre de ese a\u00f1o, la funcionaria concluy\u00f3 sus actividades en la Escuela Superior Militar de Aviaci\u00f3n de la FAE, en Santa Elena.
