La medida busca, seg\u00fan el Mandatario, \u201csalvaguardar la integridad de los ecuatorianos\u201d y reforzar la respuesta estatal ante grupos criminales. La decisi\u00f3n se da tras la pol\u00e9mica salida previa de militares del recinto, que gener\u00f3 tensiones con actores locales.
