Las primeras obras comenzaron en Chacalluta, donde el mandatario supervis\u00f3 excavaciones de zanjas de unos tres metros de profundidad. Esta primera fase contempla cerrar pasos no habilitados y extender la infraestructura en zonas cr\u00edticas. Kast defendi\u00f3 la medida en clave de soberan\u00eda: \u201cEse Chile soberano ha sido vulnerado por la inmigraci\u00f3n ilegal, el narcotr\u00e1fico y el crimen organizado\u201d.
