Luis Dar\u00edo Villacr\u00e9s, director ejecutivo, explic\u00f3 en Radio Centro que durante la suspensi\u00f3n se cambi\u00f3 el equipo y se depuraron los usuarios del sistema para \u00abevitar accesos no autorizados\u00bb. Detectaron \u00abusuarios fantasma\u00bb: un municipio reportaba 70 usuarios, pero el sistema registraba 90. \u00abHay que rastrear si son funcionarios que salieron\u00bb, se\u00f1al\u00f3. Sobre la normalizaci\u00f3n, Villacr\u00e9s indic\u00f3 que la matriculaci\u00f3n se habilit\u00f3 el lunes 9 de marzo para 127 GAD. En cuanto a las licencias, el tr\u00e1mite m\u00e1s demandado y complejo por la presencia de \u00abtramitadores\u00bb, esperan habilitarlo hasta el viernes 13 de marzo. \u00abPonen trabas para que el usuario recurra a alguien. No hay pl\u00e1sticos, pero si me da\u2026 le consigo\u00bb, denunci\u00f3. Aunque no se hallaron licencias duplicadas, s\u00ed detectaron placas falsas.
