El Cabildo denunci\u00f3 que el Sercop volvi\u00f3 a bloquear procesos contractuales, un d\u00eda despu\u00e9s de que el alcalde Aquiles \u00c1lvarez cuestionara p\u00fablicamente al Ejecutivo. Seg\u00fan un comunicado del 1 de febrero, las observaciones del Sercop se basan en una \u201cinterpretaci\u00f3n que desconoce excepciones legalmente previstas\u201d. El Municipio advierte que esto afecta la seguridad jur\u00eddica y genera incertidumbre. Las suspensiones se activaron simult\u00e1neamente a las 08:12 del d\u00eda siguiente al pronunciamiento de \u00c1lvarez, afectando procesos vinculados al Municipio y sus entidades adscritas, como Diario El Universo, EXTRA, Ecuavisa y la Agencia de Tr\u00e1nsito (ATM). El Municipio defendi\u00f3 que sus actuaciones est\u00e1n amparadas en la normativa vigente, excepciones legales, el debido proceso y la razonabilidad. \u201cEl control es necesario, pero debe ejercerse con criterios claros y previsibles\u201d, sostuvo.
