Con visto bueno t\u00e9cnico-jur\u00eddico, ambas iniciativas pasaron a la Comisi\u00f3n de Desarrollo Econ\u00f3mico para su primer debate pol\u00edtico. Los proyectos buscan ingresos e inversi\u00f3n. El primero moderniza el marco legal de miner\u00eda y energ\u00eda para atraer inversi\u00f3n y apuntalar ingresos fiscales. El segundo reforma el COOTAD, fijando reglas fiscales para los GAD, como destinar al menos el 70% del presupuesto de inversi\u00f3n a mantenimiento. Por ser urgentes, la Asamblea activa el plazo de 30 d\u00edas para su tratamiento. En la misma sesi\u00f3n, el CAL conoci\u00f3 una solicitud de juicio pol\u00edtico contra seis consejeros del CPCCS y pidi\u00f3 un informe a la UTL en tres d\u00edas.
