La legislaci\u00f3n actual, seg\u00fan el Ejecutivo, ha permitido la expansi\u00f3n de la miner\u00eda ilegal, amenazando a la legal (que export\u00f3 USD 3.500 millones en 2025). Los concesionarios pagar\u00e1n una regal\u00eda del 3% al 8% sobre ventas, adem\u00e1s de impuestos. Se reemplazar\u00e1 la licencia ambiental por una autorizaci\u00f3n ambiental para agilizar procesos. En electricidad, propone esquemas excepcionales de concesi\u00f3n, trasladando el riesgo a operadores privados ante la falta de recursos estatales. Se calcula una inversi\u00f3n de USD 100 millones.
