El proceso investiga al alcalde de Guayaquil, Aquiles A., junto a otras 15 personas y 6 empresas. Christian Puente, director de la ARCH, denunci\u00f3 \u00abestrategias dilatorias\u00bb con 13 audiencias fallidas, donde defensores renunciaron o alegaron enfermedades para retrasar el juicio. Por ello, se designaron defensores p\u00fablicos para la pr\u00f3xima audiencia. Puente tambi\u00e9n se\u00f1al\u00f3 inconsistencias: la empresa Ternape habr\u00eda recibido 65 millones de galones de Petroecuador entre 2020- 2024, pero factur\u00f3 solo por 55 millones, quedando 10 millones de galones sin justificar El proceso ha estado marcado por m\u00faltiples suspensiones desde 2024, principalmente por ausencias de abogados defensores.
