Noboa firm\u00f3 el Decreto 235 en el que, en inicio, dec\u00eda que iba a un viaje oficial internacional, luego fue derogado y reemplazado por el Decreto 236 que especifica que su viaje, desde el 27 de noviembre hasta este 1 de diciembre, es de car\u00e1cter personal, sin erogaci\u00f3n de recursos p\u00fablicos. CORRE\u00cdSMO ANALIZA PROCESO DE FISCALIZACI\u00d3N. No notific\u00f3 de ese viaje a la Asamblea. Para el constitucionalista Andr\u00e9 Benavides, el Presidente recurrentemente se salta los procedimientos constitucionales.
