Para optimizar recursos, el organismo decidi\u00f3 unificar procesos, modificar el calendario y mantener el presupuesto aprobado, de modo que la ciudadan\u00eda se pronuncie en una sola jornada: el domingo 16 de noviembre. PREGUNTAS QUE IR\u00c1N A LAS URNAS \u00c1mbito nacional y exterior: Refer\u00e9ndum sobre la presencia de bases militares extranjeras en el pa\u00eds. Refer\u00e9ndum sobre el financiamiento de las organizaciones pol\u00edticas. Consulta popular para instalar una Asamblea Constituyente. \u00c1mbito local (Borb\u00f3n, Esmeraldas): Se incorpora una consulta popular de cantonizaci\u00f3n para la parroquia de Borb\u00f3n.
